The Cross River State House of Assembly has approved a substantial supplementary budget of ₦642,160,260,164.66 for the 2025 fiscal year—an increase of approximately ₦142 billion, representing a 26% boost over the original ₦538 billion budget .


Originally dubbed the “Budget of Sustainable Growth,” the state’s 2025 appropriation bill—signed into law on December 24, 2024—allocated ₦328 billion (66%) for capital projects and ₦170 billion (34%) for recurrent expenses .


The supplementary allocation was justified by the Assembly's Finance and Appropriation Committee Chair, Hon. Okon Nyong Owuna, as essential to address emergent needs not captured in the original budget.


These include newly approved strategic programs and improved revenue flows from internally generated revenue (IGR), grants, and Federal Account Allocation Committee (FAAC) disbursements .


The additional funds are earmarked for various sectors—administration, economic development, law and justice, and regional and social development—with the Speaker of the Assembly, Elvert Ayambem, emphasizing that the goal is improved welfare and developmental coverage across all local government areas .
